The fix makes the import always create such types as publication section types, but a type that was already created with the wrong kind is not changed and must be deleted and imported again.

Rested files are getting stuck in Hotfolder Receiver using File Sequence because the cache file does not store an observation timestamp in the same way the cache does for other hotfolder types. This results in a timestamp value of "now" following each poll, which the system then deems unstable and skips. This in turn causes the endpoint to get stuck because the files are strictly processed in sequence. An extra parameter has been added to the cache, and the old cache format is automatically re-written to the new format.

These errors occurred because the worker started a new process when it finished its batch if there were more files to process, but the poller was also scheduled to start a new worker process every minute. As there were lots of files to to process, a task that often takes only a few seconds, there were new workers being created all the time. Therefore, there was a high possibility the poller and worker each created workers which then clashed as only one can run at the same time when an IIEP is set to strict. This has been fixed.

As there were lots of files to to process, a task that often takes only a few seconds, there were new workers being created all the time. Therefore, there was a high possibility the poller and worker each created workers which then clashed as only one can run at the same time when an IIEP is set to strict. This has been fixed.
